cFocus Software seeks an Director, Development Manager/SME to join our program supporting the US Navy. This position is onsite in Suffolk, VA. This position requires a Secret clearance.

- Active Secret clearance
- Bachelor’s degree in in Computer Science, Information Systems, or other Engineering discipline
- 10+ years of experience providing software development support in a web-based, distributed environment, including the ability to design, code, test and implement custom web applications by utilizing and applying a broad knowledge of programming languages to include Lotus Script, Java, Java Script, C#, ASP.NET, VB.NET, AJAX, HTML, DHTML, and XML and process documentation to support software development.
- 5+ years of experience managing progressively more complex and/or multiple technical programs/projects and responsible for management and control of cost, schedules, performance, and personnel, communicating and interfacing with customers
- Active ITIL v3 Foundations and one ITILv3 intermediate certification, specifically Service Operations or Continual Service Improvement required, or ITIL v4 Foundations and ITILv4 Strategist Direct, Plan and Improve or ITIL 4 Specialist Create, Deliver and Support
- Active Cloud certification
Duties:
- Oversee all software development efforts for the programs, functioning autonomously while ensuring clear and consistent communication about project status and potential risks.
- This role entails strategic planning to develop project plans that outline objectives, milestones, and timelines based on known requirements.
- Proactively gather project requirements from stakeholders, transforming them into actionable solutions that align with project and/or program goals.
- Be intimately familiar with ongoing work and ticketing, assigning new tickets and bugs as they arise while assessing their impact on the overall project timeline.
- Facilitate timely software changes and enhancements, inform the government on technical constraints and future maintenance cost impacts.
- Plan agile sprints to break down deliverables into manageable tasks, setting realistic milestones and timelines for feature development and integration.
- Provide design input and oversee the creation of design mockups and prototypes to visualize and refine software features and functionality.
- Participate in development activities such as Sprint Reviews, Sprint Planning, Design meetings, and Sprint Demonstrations.
- Interface directly with stakeholders to oversee program operations and maintenance across all enclaves, platforms, and cloud environments, validating software versions and configurations, and recommending hardware and software upgrades.
- Oversee software development activities, including testing, versioning, and deployment, ensuring that software modifications meet stakeholder expectations through technical reviews and demos.
- Draft, implement, and maintain programmatic processes, including Standard Operating Procedures (SOPs).
- Provide technical leadership and advocacy, ensuring high-quality, maintainable code throughout the project lifecycle, while promoting agile and DevSecOps methodologies.
- Support the transition to continuous integration and continuous delivery (CI/CD) practices.
- This position requires a strategic mindset, strong communication skills, and a commitment to delivering high-quality software solutions.
