cFocus Software seeks a Enterprise Requirements Engineer to join our program supporting the United States Air Force (USAF). This position is on-site in Linthicum Heights, MD. This position requires an Active TS/SCI clearance.
Qualifications:
  • Active TS/SCI clearance
  • B.S. Computer Science, Information Technology, or a related field
  • Experience gathering, analyzing, documenting, and managing requirements for enterprise IT, cybersecurity, systems engineering, or modernization projects.
  • Ability to translate business and mission needs into clear technical requirements and maintain traceability through design, implementation, and verification.
  • Experience facilitating stakeholder workshops, resolving conflicting needs, and communicating requirements to technical and nontechnical audiences.
  • Working knowledge of enterprise architecture, infrastructure, cloud or hybrid environments, data integration, and cybersecurity requirements.
  • Ability to perform gap analysis, assess feasibility and dependencies, evaluate proposed solutions, and document engineering tradeoffs.
  • Experience with project governance, requirements change control, configuration management, and iterative delivery practices.
  • Strong analytical and writing skills for requirements, reports, and briefings
Duties:
  • Manage incoming IT and cybersecurity project requirements from internal and external customers, including intake, review, documentation, analysis, and stakeholder communication.
  • Facilitate discussions and workshops with mission owners, users, technical teams, and external partners to clarify business problems, desired capabilities, constraints, and dependencies.
  • Translate stakeholder needs into documented functional, technical, interface, security, and operational requirements. Review requirements for clarity, consistency, feasibility, and alignment with DC3 priorities.
  • Maintain requirements records and traceability between mission needs, approved requirements, architecture decisions, implementation activities, and verification evidence.
  • Support project governance, feasibility studies, risk analysis, performance tracking, and roadmap development. Identify gaps, unresolved decisions, and dependencies that affect delivery.
  • Work with enterprise architects to align requirements with DC3 enterprise IT architecture, cloud computing strategy, and data strategy, including classified and unclassified environments.
  • Document data and interface requirements supporting interoperability with designated external architectures and systems, including JCWA, DAF Battle Network, JADC2, and AF OSI Orion, as applicable.
  • Analyze current infrastructure, data sources, and existing capabilities to identify gaps and inform modernization requirements. Support quarterly current-state assessments and inventories.
  • Support technical debt analysis and trade studies comparing refactor, replatform, replace, and retire options. Contribute requirements, dependencies, cost-benefit inputs, and Total Cost of Ownership assumptions.
  • Conduct technical assessments of Commercial-Off-The-Shelf and Government-Off-The-Shelf solutions to inform build/buy decisions and identify how proposed solutions meet approved requirements.
  • Facilitate business intelligence requirements workshops and recommend business questions and key performance indicators for Government approval. Help stakeholders document business problems and proposed machine learning objectives when assigned.
  • Assess proposed requirement changes with project managers and engineers, document impacts, and maintain approved baselines under program governance and configuration management procedures.
  • Coordinate requirements reviews, verification criteria, and implementation priorities with DevSecOps teams. Track issues and report status for Government evaluation.
  • Maintain requirements documents, workshop records, gap analyses, and roadmap inputs. Communicate risks and decisions to Government and program leads.
