Job Description: Release Manager II
Key Responsibilities
- Lead release lifecycle activities including go/no-go planning, release documentation, coordination with development and QA teams, risk mitigation, and executive reporting.
- Serve as primary point of contact with HHS Operating Divisions (OpDivs) during release cycles, providing updates, collecting feedback, and ensuring deployment readiness.
- Maintain the master enterprise GRC platform and application release calendar, including schedules for patches, use case deployments, and integration changes.
- Organize stakeholder demonstrations and technical walkthroughs to ensure delivered functionality aligns with business expectations and compliance requirements.
- Oversee risk mitigation planning and scope control for all features, enhancements, and emergency fixes introduced into the enterprise GRC platform and application.
- Define and validate deployment checklists, rollback procedures, and change control documentation aligned with HHS governance.
- Use tools such as ServiceNow or Remedy to track tickets, document release issues, and manage communications across teams.
- Collaborate with HHS Cloud and Platform (HCAP) Laboratory Administrators, Database Administrators, and QA leads for pre-release validation and production migration planning.
- Document and archive release notes, test results, signoffs, and impact assessments to ensure audit readiness.
- Ensure compliance with the Enterprise Performance Lifecycle (EPLC) and defined Software Development Life Cycle (SDLC) policies, including documenting design, implementation, testing, deployment, rollback, and lessons learned.
Qualifications
- At least 8 years of release and stakeholder engagement management experience in federal IT environments, including at least 3 years supporting the Enterprise GRC platform and application.
- Bachelor’s degree (or higher) in Information Technology, Business, or a related field.
- Preferred certifications include Archer Certified Associate, ITIL, Certified Scrum Master, or Change Management Professional.
- Demonstrated familiarity with HHS lifecycle documentation standards, FISMA-mandated change tracking, and policy-driven system governance.
- Strong organizational, leadership, and interpersonal skills to coordinate and lead activities across cross-functional teams and federal stakeholders.
- Familiarity with Open Security Controls Assessment Language (OSCAL)-based change tracking and structured compliance workflows is preferred.
