cFocus Software seeks a Design Engineer II to join our program supporting the United States Navy (DON). This position is on site in the San Diego, CA area. This position requires a Secret clearance.

- Bachelor’s degree in an Engineering discipline or Industrial Design.
- 3 – 7+ years of professional engineering or design engineering experience consistent with the Engineer, Design II (ED2) labor category.
- Experience supporting Department of Defense (DoD), Department of the Navy (DoN), NAVWAR, modernization, installation, production, or systems integration programs is desirable.
- Knowledge of engineering design principles, systems integration, and technical documentation development.
- Experience reviewing engineering drawings, specifications, installation packages, and design documentation.
- Knowledge of configuration management, engineering change management, ECPs, and VECP processes.
- Ability to analyze technical requirements, production plans, installation schedules, and system specifications.
- Understanding of Navy modernization, installation, testing, and production support activities.
- Knowledge of test planning, Test Readiness Reviews (TRRs), verification, and validation processes.
- Strong analytical, organizational, problem-solving, and critical-thinking skills.
- Excellent written and verbal communication skills.
- Proficiency with Microsoft Office applications, SharePoint, and engineering collaboration tools.
- Ability to work independently and as part of a multidisciplinary engineering team.

- Plan, integrate, coordinate, track, and execute installation design and engineering activities.
- Prepare, review, update, revise, and maintain technical and programmatic documentation, fielding plans, engineering packages, and briefing materials.
- Analyze installation and production operations and develop recommendations for technical and schedule risk reduction.
- Identify schedule, engineering, and technical variances and provide recommendations to resolve discrepancies.
- Develop and maintain installation documentation including JCFs, ICDs, SIDs, EDDs, SCDs, IDPs, BESEPs, site survey reports, and related engineering products.
- Provide technical input during program reviews, design reviews, engineering working groups, and stakeholder meetings.
- Support production and installation configuration management activities, including tracking engineering changes, approvals, and associated documentation.
- Coordinate ship checks, site surveys, installation schedules, and engineering assessments supporting modernization efforts.
- Monitor installation completion documentation and identify missing, incomplete, or overdue engineering deliverables.
- Update, maintain, and modernize engineering documentation resulting from Engineering Change Proposal (ECP) implementation.
- Support implementation and integration of ECPs and Value Engineering Change Proposals (VECPs).
- Perform engineering analyses of requirements, production plans, technical specifications, and system performance criteria.
- Evaluate design compliance with engineering standards, specifications, and program requirements.
- Prepare, review, and support test plans, test readiness review materials, test procedures, and test event execution.
- Analyze test results and provide recommendations for corrective actions and engineering improvements.
- Develop engineering reports, technical recommendations, white papers, status reports, and executive briefings.
- Collaborate with Government personnel, program managers, logisticians, installers, production teams, and engineers to resolve technical issues.
- Recommend process improvements that enhance design quality, engineering efficiency, documentation accuracy, and modernization execution.
