Full-timePosition Overview:
We are seeking a detail-oriented and experienced Geospatial Database Administrator to support FEMA’s Field Assessment and Collection Tools (FACT) and other critical geospatial systems under the Field Assessment Tools Technical Services (FATTS) contract. The ideal candidate will be responsible for the design, implementation, management, optimization, and security of geospatial databases that underpin FEMA’s disaster response and recovery tools. This role will support data exchange, availability, and performance across multiple platforms and FEMA systems.Key Responsibilities:
- Design, implement, and maintain FEMA’s geospatial databases to support tools such as DSA, PDA, DRC SSI, SRAT, and FACT
- Ensure database availability, integrity, and performance through regular maintenance, monitoring, and tuning
- Develop and manage data pipelines and workflows to support real-time and batch geospatial data processing
- Optimize spatial queries and manage spatial indexes for performance and scalability
- Ensure effective data backup, recovery, and disaster recovery procedures are in place
- Collaborate with developers and GIS analysts to support application development and geospatial data integration
- Support secure data sharing across FEMA enterprise systems (e.g., FEMA DEX, FAC-TRAX, EC, IRIS, DTS)
- Maintain compliance with FEMA’s data governance, privacy, and security standards
- Document database architectures, schemas, and data flows to support operational transparency
- Support data validation and quality assurance processes
Required Qualifications:
- Bachelor’s degree in Computer Science, Information Systems, GIS, or related technical discipline
- 12+ years of experience managing enterprise-level relational and geospatial databases
- Strong knowledge of Esri ArcGIS platform, including ArcGIS Enterprise, ArcGIS Server, and ArcSDE
- Experience with geospatial databases such as PostgreSQL/PostGIS, Oracle Spatial, or SQL Server with spatial extensions
- Proficiency in writing complex SQL queries and stored procedures
- Familiarity with ETL tools and scripting languages (e.g., Python, FME, SQL, or Shell scripting)
- Experience with data modeling, versioning, and replication in a geospatial environment
- Understanding of geospatial metadata standards and data cataloging practices
- Experience implementing database security, access controls, and auditing
- Strong analytical and problem-solving skills
Preferred Qualifications:
- Experience supporting FEMA or other federal disaster response/recovery systems
- Knowledge of federal geospatial data standards and compliance (e.g., FGDC, NSDI)
- Familiarity with DHS SELC or other federal lifecycle methodologies
- Certifications such as Esri ArcGIS Desktop/Enterprise, GISP, or equivalent
